You still have to pay for registration each year, right? US states like IL have a flat-fee. In California and Indiana it's a sliding scale based upon a car's depreciation. So a new BMW is $1k/yr, and it goes down each year somewhat until the car is around 10 years old. Still, a fraction of the costs here. Taxes here certainly shape consumer behavior and car design.
I'm a US ex-pat living in Belgium right now. Note that pick-ups here can qualify as "farm vehicles" which are not subject to the ecotax. I have a neighbor (in the city) with his quad-cab Dodge Ram 1500.

Maryland is a flat-fee state, but depends on vehicle class and GVW, so my truck under 3/4 ton is always $161.50 every two years. My passenger car under 3,700lb is $135.
